Invoices, taxation, the fight against tax evasion, modified Superbonus and citizenship income, social security: these are the issues on the agenda of the Meloni government to deal with the economic crisis and initiate employment policies.

Let’s see them point by point.

Expensive bills

The energy file has priority over all other issues. On the one hand, a new package must be developed to support families and businesses against high bills, on the other hand, there is the political strategy to be adopted to solve the problem in the long term, with the aim of making l independent Italy.

The government is emphasizing price caps at European level and decoupling the price of electricity from that of methane in order to charge less for electricity from renewable sources, which is cheaper.

To lower the cost of the bills, emergency measures will draw funds from the surplus profits of the energy companies and from the folds of the budget. The focus will then be on domestic gas extraction and improving renewable sources, also simplifying bureaucracy.

Meloni also intends to create Italian factories of components for renewable sources, such as solar panels, and avoid “demolishing the supply chains of excellence of national production” to switch to “dependence on Chinese raw materials”. Another challenge for Minister Pichetto is to open up to the new nuclear generation.

Tax department

The government will have to pass a decree on taxation, but Prime Minister Giorgia Meloni is ready to propose a kind of “fiscal pact” which provides for a “reform of personal income tax with the gradual introduction of the family quotient and extension lump sum tax”. fee for VAT numbers from current 65 thousand euros to 100 thousand euros in turnover. And, alongside that, the introduction of the flat tax on the increase in income compared to the maximum reached in the previous three years: a virtuous measure, with limited impact for the state coffers”.

Fight against tax evasion

Giorgia Meloni launched the idea of ​​a “tax truce”, which looks like a real amnesty, to fight against tax evasion. The objective is “to enable citizens and businesses, in particular SMEs in difficulty, to regularize their position with the tax authorities”.

But then he assures that there will be a “tight fight against tax evasion” from big companies and big VAT fraud, which must be “a real fight against tax evasion with the hunt for income” and will be “accompanied by a change in the criteria”. the Revenue Agency’s results assessment, which we want to anchor on the sums actually collected and not on simple litigation, as has incredibly happened so far”.

110% super bonus and citizenship income

These are two measures strongly desired by the 5 Star Movement. In the case of the Superbonus, it could be lowered from 110 to 80%.

As for the citizenship income, on the other hand, only people who will not be able to work and it will no longer be a “perpetual check” will be able to receive it, but will have issues and obligations to encourage employees capable of employment to enter the world of work.

Among the expiring measures is Quota 102, a retirement formula that provides for leaving work at age 64 with 38 contributions. It’s unclear if Meloni will want to change it.

Matteo Salvini points to Quota 41, a formula that combines 41 years of payments and 61 or 62 years. According to INPS calculations, this measure would cost 4 billion in the first year and would reach 10.

Another proposal is that of the FdI proposed during the last legislature. 62 years and 25 of contributions with a reduction on the allowance (maximum 8%).

In the meantime, however, the Prime Minister has confirmed the use of Ape sociale and Option donna for 2023.

The first, explains the INPS, belongs “to people under certain conditions provided for by law who are at least 63 years old and who are not already holders of a direct pension in Italy or abroad. It is paid, on request, until reaching the age fixed for the old-age pension.

The female option, on the other hand, is “the pension calculated according to the calculation rules of the contribution system and paid, on request, in favor of dependent and independent women who have fulfilled the conditions set by law on 31 December 2021 ” . The conditions are 58 years in the event of employment, 59 years in the event of autonomy and 35 years in the event of contributions.
