Naples, storm on the municipality of Scisciano: bribes to facilitate construction sites. Thirteen suspects, crimes committed between 2020 and 2021
Thirteen precautionary measures against suspects of corruption, violation of the freedom of the contractor’s choice procedure and forgery in the public document. Scisciano, a municipality in the province of Naples, woke up this morning with the sirens of the carabinieri of San Vitaliano in action.

The soldiers executed an order for the application of precautionary measures, issued by the Gip of the Nola Court against certain people who allegedly committed the acts between September 2020 and March 2021. A provision which comes at the end of a voluminous investigation, coordinated by the prosecutor of Nola and began with an inspection at a construction site in Scisciano.
The inspection revealed that the construction site had been opened thanks to the issuance of an illegitimate building permit by the staff of the Technical Office. From there, a much broader investigation began which revealed a real method through which the staff of the technical office of Scisciano would have guaranteed the release of building permits and the award of public contracts with a clientelist dynamic.

Some images with hidden cameras seem to speak for themselves. They would demonstrate the improper collection of money by a municipal official to quickly facilitate the issuance of building permits and check the bureaucratic process to unblock everything.
The official would also have obtained in exchange the allocation of technical missions, related to the construction work for which he would have guaranteed the release of the building permit, directing them to compliant professionals. Inside the municipal offices, after closing time, confidential meetings also took place between the municipal technician and various professional personalities. They would have been used to agree on the methods of routing requests for the issuance of diplomas. In addition, there would also be suspicious transfers of services to companies linked to acquaintances or family members of municipal employees, in violation of the principles of competition, transparency and publicity.
And another case also arises. The support guaranteed by the head of the municipal technical office to the contact person of a company that works in the field of waste disposal. The woman would have obtained a contract for the cleaning of the streets of the city in exchange for a sexual service, consumed inside the municipal offices.
According to the order, the current head of the technical office of the municipality of Scisciano and his predecessor, now an employee of ARPA Campania, found themselves under house arrest. Nine other suspects, including a city councilor, were beneficiaries of the ban on residence in the Province of Naples. Finally, two suspects had to submit to the judicial police.
