In practice, the sum disbursed is calculated, in the case of the first houses, on the basis of the sum of the income of the previous year, of all the members of the family. This sum is divided by 1 if there is only one applicant. The coefficient rises to another 1 if there is a cohabitant. A dependent family member adds 0.5. Two family members add 1, three or more family members add 2.
While at equal income, the ISEE partially considers assets, the family quotient only considers total income. Santoro has always explained to Corriere that this system “has drawbacks. Two in particular: it mainly rewards the rich with high incomes, and it also discourages women’s work.
The disadvantages
With the family quotient, in practice, the two incomes are averaged and taxed at the same rate. Therefore, if the husband has a higher income, he has a lower tax rate than if he were single, while the wife who works part-time would have a higher tax rate.
