Two weeks less heating next winter, a drop in temperature of one degree and one hour less opening of the radiators per day. This is the heart of the Draghi government decree that has just been adopted to counter the ongoing gas emergency, one of which is the war in Ukraine.
The text of the decree on reducing home and office heating establishes a few exceptions. Mainly for hospitals and kindergartens. But also for swimming pools, saunas and certain industrial and craft activities. These are activities to which municipalities “have already granted exceptions to temperature limits, as well as buildings equipped with systems powered mainly by renewable energy”. The Ministry of Ecological Transition (Mite) makes this known by communicating that Minister Roberto Cingolani has signed the decree. A regulation defines “the new operating times for air conditioning systems powered by natural gas”.

Heating, municipal alarm
The high bill, which affects families and businesses, mobilizes the municipalities, the mayors being ready to ask the next government for up to a billion euros so as not to default on the administrative budgets. Meanwhile, Eni’s number one, Claudio Descalzi, reassures us about the stocks: the gas is sufficient, except that technical accidents occur. Like, for example, a breakdown or failure of a factory in the supplier countries, or a particularly severe cold. However, “the price crisis will not be resolved by 2023”, assures Descalzi. “It will take at least three years,” said Davide Tabarelli, president of Nomisma Energia, in an interview with the international weekly The Post.
From Rome to Milan, the lighting dates
So there is currently the Natural Gas Consumption Reduction Plan provided for by the MITE with this decree. In the text, the heating start date is postponed by 8 days and the shutdown is brought forward by 7 days. Dates that vary according to the six climatic zones identified in Italy. Thus in Milan, instead of October 15, the heating will start on October 22 and will be off on April 7 instead of April 15. In Rome, on the other hand, the heating scheduled from November 1 to April 15 will be from November 8 to April 15. seven. The temperature in houses, which is fixed at 20 degrees by convention, will have to drop to 19 degrees.

The municipalities are ready to ask the next executive – presumably the Meloni government – for 200 million to be included in the decree-law on Aid quater. And then an additional 800 million in the finance law which may also be valid for 2023 for the most critical situations in municipal budgets. This was explained by the local finance delegate of the ANCI, Alessandro Canelli. The high cost of energy, including heating, gas and electricity bills, determines the need for “a package of measures including technical and accounting measures”. The objective is “to stem the decline in municipal revenues expected for 2023 and to cope with the persistent increase in energy expenditure”.
