Employees of Communes and Regions will receive an additional allowance ranging from approximately 1,300 to 2,250 euros depending on their classification. For some, the salary will be tripled at Christmas because they will collect arrears for the last three years.
These come from the retroactive renewal of the agreements of 430,000 local authority employees. On November 16, the national collective agreement for the local functions sector was signed for the three-year period 2019-2021, as confirmed by the Minister of Public Administration Palo Zangrillo.

The agreement provides for an average gross monthly increase of 100.27 euros, to which is added an additional 0.55% and an additional 0.22% for the new professional scheme and for the additional salary, bringing the average monthly increase to 118 euros . Arrears will also be due in proportion to those who retired during these three years and will be paid by the INPS.
There are a total of 50 monthly salaries which will now be counted with the thirteenth. In total, the expenditure will be around 5 billion euros between thirteenths, increases and arrears for the public sector, including schools and chambers of commerce.
What will happen in the next three years
Now on the government table is the file concerning the 2022-2024 triennium, still for employees of Municipalities and Regions. As Economy Minister Giancarlo Giorgetti announced, negotiations will soon begin.
The Ministry of Public Administration, on the other hand, announced that talks are underway with the Treasury “to identify the necessary resources in the finance law”.
The agreement that has just been signed with a 4% increase covers a period of three years without inflation, it will be different for the next three given the soaring prices.
